Is this like if everyone rode in a taxi? At rush hour the higher congestion would lead to longer trips (in time) and higher costs, discouraging many from picking the time or route. Perhaps the taxis would actually have to charge a higher fare in addition at that time to make rush hours even more painful.
Also, would this accommodate the poor with tax subsidies or anything of the like?
